Permissions seem fine in the apt deb package (0.7.25.3ubuntu8). Since
there are no other reports of wrong permissions, I'm marking this bug
invalid.
P.S. Default permissions of /usr/bin/apt-get are 755.

I checked the permission on apt-get and it was set to 000.
I made apt-get work again by entering:
cd /usr/bin
chmod 775 apt-get

As a core package, the apt package doesn't get uninstalled like that.
Could you add /var/log/dpkg.log as an attachment?
Furthermore, if you wonder how to reinstall your apt package, you could
download the original package for your distribution from
http://packages.ubuntu.com/ and then install it
