Alright, if it happens with effects set to None that means it happens
without compiz running. Moving this bug to the fglrx driver.

In compiz I have tried changing the settings such as the frequency
slider and Sync to vblank but they make no difference.
In the effects off I mean in System > Preferences > Appearance. I tried
all 3, they all have some degree of tearing with "Extra" being the
worst.
