I have this same bug on my Feisty system. It froze up my system and
then after a ctrl-alt backspace to log back in gnome refused to load. I
had to get on my other box and find out how to reset the gnome-theme-
manager to the system defaults. I deleted the files from the home
directory as directe
For me it not only still runs in background, but causes 100% CPU as
well. I'm using Feisty.

This bug is valid in Feisty as well. So far as see even if I close the
Theme Manager window the gnome-theme-manager process still runs in the
background.
