To be clear , you mentioned that the second video was *not* choppy, does
this choppy video recording always occur
Completed aforementioned tasks.
Tried twice. The first video (appeneded with chopiness in archive) was
extremely choppy throughout. I stopped it at about 3minutes.
The second video (appended with no-chopiness in archive) was not choppy
except for the short while 15 seconds of initial usage,

Cheese can record videos. but it gets choppy and stutters for me after a
few minutes of recording (approximately 2 and half minutes). Once it
reaches this stage, it will not create

Hi , There is still one debugging information missing from the bug report.
Could you run the following command in a terminal which will launch cheese in
debugging mode:
GST_DEBUG=*cheese*:3 cheese -v 21 | tee cheese-debug.log
After you reproduce the problem , close cheese and upload the file

automatically gather debugging information, in a terminal:
apport-collect 593136
Remember to select the first option when prompted with a dislogue , it will run
