I'm using now apt 0.8.14.1ubuntu2 and can't reproduce this anymore. It
looks it has been fixed on apt or somewhere else.

Even if such a proxy destroy the no-cache headers why should this affect
a new downloading? Does this proxy in this case cache the lists? If yes
should this matter to apt? These lists are even 1 second later the same
lists if they are cached and shouldn't downloaded then.

You can probably find this out from your provider, maybe there is a
transparent proxy provided by them that you do not have to configure.

But for an additional entry for extras.ubuntu.com I have the exact same
sources.list on my Natty system and I cannot reproduce your problem. Is
it possible that some http proxy is between your host and
de.archive.ubuntu.com? Maybe a transparent proxy by your provider that
mangles the no-cache heade

I tried to reproduce the described behaviour on Natty using
de.archive.ubuntu.com. Even after a good minute wait no new packages are
downloaded. Which mirror do you use and is it possible that the mirror
is not working correctly? Will mark this bug as invalid until we can
reproduce it.

I thought at this too. But I don't think that the lists will change
every 5 seconds with a few MB. This is even for such a development
release to much.

I believe the Packages files change very frequently during a development
cycle, so apt will always download new ones as they have changed. Where
do you see the bug?
