I'm afraid Didrocks had the right reaction: we very, very rarely want
the same action (click on an icon) to do different things based on
state that the user cannot see.
For example, say the app has a maximised window, with other windows
around in the background, and you click on the icon. It

Anyhow, you're right. With this set of actions Unity would be pretty
much an unpredictable experience. I have a new idea, but as it has been
