I'm sorry that you had this experience with Ubuntu 10.04. Unfortunately since your bug was reported against the greater "ubuntu" project, it went unnoticed for quite some time; it's now been assigned to the upstart package, which is probably also wrong but at least gets engineering eyeballs on it.
