i can confirm this bug.
this bug is present in both 11.04 beta and 11.04. As indicated in the original
description, this behavior is pretty inconsistent and its not not possible to
give reproduction steps. Playing around with few windows will surely will
trigger it.

Hi, I have the same problem on 2 machines both natty amd64 with open-
source radeon driver (hd3200 and hd3300).
Sometimes the panel works as expected and sometimes suddenly it stays on
