I believe a dual boot scenario and grub-legacy-ec2 is well outside the intended
scope.
I'm closing this as Wont fix in as nice a way as possible. Generally
grub-legacy-ec2 just shouldn't be installed except for a OS that might be
running in EC2.

grub-legacy-ec2 is a very limited scope package.I'm not sure why you
would have had it installed in this situation.
I realize it shouldn't just fail, but It is not intended to support generally
managing a /boot/grub/menu.lst.
Is there a reason why you had it installed?

I was intending to have a dual boot with XP and was unable to have XP has
default load and thought Grub 2 might solve the problem
