Further testing on the Fn+F9 wifi issue shows that the wifi activity LED (and
presumably the radio transceiver) remains on.
The command rfkill list shows that the Wireless LAN is only being "soft
blocked" and Bluetooth isn't being blocked at all.

Personally I don't need a backport as that machine will be upgraded to Quantal.
I included the other keystrokes for completeness of testing because often
fixing one thing can break others. I'll submit a separate bug for the Fn+F9
touchpad issue.

I just installed Xubuntu12.04 (64bit) on the same Toshiba NB520 machine.
In addition to Fn+F8 not enabling/disabling wireless, Fn+F9 for
enabling/disabling the built-in touchpad has stopped working too (this
was working previously with Xubuntu11.10).
With the toshiba_acpi kernel module loaded, F
i can afirm that when i activate the wifi/BT on windows , it work on linux =>
the rfkill list show no hard block in this case
if i didin't activate it on windows the wifi is block by rfkill on linux
!why ?

Hi,
i report the same bug on my NB520-10H (same computer)
i repport too that the rfkill command doesn't work and the phy0 is hardblock
when linux start
for information , i try : ubuntu 11.04 , fubuntu, meego same for all but fubuntu
- the fn+f8 key doesn't work ..
- rfkill doesn't affect the AR
