This is fixed in Q: the availability of "Restart" is only dependent on
"suppress-restart-menuitem".
"suppress-logout-restart-shutdown" is confusingly named, but it is used
/only/ to determine whether or not a confirmation prompt is required for
the logout/restart/shutdown commands.

I completly agree with Adam. This is a major bug for me, and one that
made me go back to 11.04. I'm a dual boot user and I need a clean and
quick access to "restart".
Besides, that's at odds with the very spirit of Linux : all about having
choices.

"restart" and not being able to add it easily is against the spirit of

Don, that's a different bug where something is blocking shutdown or
restart and Ubuntu unfortunately doesn't tell the user what happened but
just logs out instead.

This bug is a MAJOR problem.
I am totally unable to restart or shutdown from within Unity. First,
there is no Restart option in the Indicator-Session. Second, selecting
Shut Down results in Log Out. And selecting Restart from Dash results in
Log Out.
