Well, as I was who started the bug, I would like to give my opinion,
although I am just a common user. I really don't care if Synaptic is in
the Applications or System menu. What I like is to have its launcher
easy to access, and with the Control Center it had turned a bit more
difficult.

Synaptic is the only program that requires root to launch from the Applications
menu, AFAIK.
Yes, gdebi and gnome-app-install require root to do anything, but you can at
least start them without root.
Synaptic should be placed in Administration.

would really like to have synaptic in the Administration menu where it
(IMO) belongs.

Thanks for your bugreport.
I commited a patch for this to the synaptic bzr repo.I think it does
really not fit in the new control-center.
