It works in Ubuntu 12.10 and I believe 12.04 as well. You just have to
go to the Appearance panel of the System Settings and change the
behavior there.

Omer: Keyword is 'instant'.
The Launcher does not instantly reveal in Precise like it did in Natty.
I haven't tried Quantal, but I guess it's the same behaviour as Precise
and Oneiric.

Why is this marked as won't fix? Please bring back the Natty way. I'm
still using Natty and want to upgrade, but won't until this is fixed.
Maybe I should switch to Fedora and try out Gnome 3. :-/

On Precise (I've been playing around with a LiveCD), setting reveal
location to top left corner and setting reveal sensitivity to highest,
is almost like in Natty but it is nowhere near as responsive. It
requires pushing into the corner for a split-second, _then_ it starts
the slide-in animation.
Thanks for your answer about the specific behaviour of the corner, related to
the bfb.
But shouldn't the top-left corner, i.e. the pixel at the coordinates (0, 0), be
considered as being on the left corner, so allowing to reveal the launcher?
