uname -a output indicates this system is running the stock 32-bit kernel (non-PAE). This is why the system has access to only (and exactly) 3.0 GB of RAM. There are two ways for the system to see (and fully take advantage of ) your 4 GB of RAM: 1- Install linux-generic-pae 2- Reinstall the system

Since you confirmed you're running 32-bit, I'll reiterate what Daniel said and mark this bug invalid. The purpose of the test isn't to tell you how much physical RAM you have installed, it's to check the OS can access it all. This is very simply because you're using the wrong kernel for the amount
