Greetings.

I have tried ubuntu-bug and the tone tests, but that did not resolve the
issue.
As of right now, my system effectively has no audio or video (as video
freezes, becomes choppy, or skips).

Kernel.
But I just recently saw this post -

It seems running ubuntu-bug and letting it play the test audio seems to fix the
audio issue . And this worked for me.

Regression - Oneiric: extremely choppy audio, multimedia unus
I'm pretty sure I'm having the same if not extremely similar issues. On
upgrade to 11.10 all media, even the login sound, plays back
choppy/mixed up.

I have experienced similar issues but these have been quickly resolved.
Rebooting a couple of times immediately following install/upgrade has
settled most things down for me. Can you also check the Sound
Settings>Applications tab to see if the running sound application
(Banshee for exa
