while I'm not entirely happy with the packaging, I notice that
debian/copyright is generated, which is unusal at best. This makes
reviewing the licence difficult, so you might get problems with the
archive admins because the need more time to review it.

Yes, I regret that we had to make this an installer package (think flash)
because
of some terms in the netbeans5.5 license.
Now every other package is either straight CDDL or third party open
source.
You will be please to know that we have every intention of refactoring
NetBeans and fixing all
Regarding the generation of copyright. This may be a little unusual, but is
intended
to be helpful for complex packages to actually clarify and make explicit the
copyright notices and licenses for the packaging, upstream and any
third party code.
We do this now in Debian and Ubuntu for

All the tools software developers need to create cross-platform Java
desktop, enterprise and web applications. Runs on Windows, Linux, MacOS,
as well as Solaris. It is easy to install and use, works right out of
the box -- and it is open-source and free!
