It is strange indeed.
Anything in dmesg or syslog that hints at any error related to cpufreq/acpi?
As a last resort try uninstalling/reinstalling or upgrading your kernel...
If worst come to the worst I'm afraid you have to raise the issue with the
kernel people (http://kernel.org).

I also forgot to mention, we have seen reports from people about cpufreq
problems where the bug was indeed in the (outdated) bios of their machine. I
would also check if there is any new bios available for your pc and try that
out.

I correctly switch to acpi_cpufreq module, but problems remain the same. I give
here a list of behaviour of each governor:
performance - put frequency to 1.73 GHz
powersave - put frequency to 800 MHz
ondemand - put frequency to 1.73 GHz
conservative - put frequency to 1.73 GHz
userspace - leave sa

Every governor I set, always use the maximum frequency available,
careless of the work load.

By looking at your cpuinfo attachment, it seems that the ondemand is
working (or were you using powernowd at the time?).
I noted in your list of modules that you are using the
speedstep_centrino module: this has been deprecated and its
functionalities have been moved into the acpi_cpufreq driver.
The scaling governor in use is ondemand, but it doesn't change the cpu
working frequency; maybe this is the real bug.
If I run powernowd, the governor switches to userspace and it changes
frequency.
If I kill powernowd, the governor remain userspace, but frequency go to
max and doesn't scale any
Please let us know if you still have a problem. If I don't hear from you
in a couple of days I will assume the problem is solved.

This also confused me, but looking at the script itself the purpose of the
powernowd script is not always to launch the powernowd daemon
For instance if the ondemand governor is being used the powernowd daemon will
not be started; you can check what governor
