I got around this problem with:
DEBIAN_FRONTEND=noninteractive apt-get install --yes --force-yes openswan

I'm having the same issue when trying to automate using debconf-set-
selections
I tried setting:
openswanopenswan/runlevel_changes note
Did not stop the note from showing.
