FYI I usually used a usb GPS to check gpsd's function e.g. on a merge of a new
version.
But that one had no PPS capability.
I now ordered one that should have it (via some tweaks on the USB port).
With the current times a delivery from Asia might take a few extra day.

I think Naël is correct that this problem goes away when gnome-software
is replaced by snap-store. Or, at least, it appears to have gone away
for me when I did that.
I'm a bit concerned about that, though, because the reason why I didn't
get that update is because I pretty much exclusively use
apport-collect 1874194 is not really effective since this problem
happens before ubuntu is even booted up. Like i mentioned ubuntu is
stuck at the splash screen only showing a spinning circle and the ubuntu
logo.

Same situation for me. I installed Ubuntu 20.04 (beta) on a new
server and used the exact same netplan setup as on an Ubuntu 18.04 server.
At startup it hangs for a long time at "Wait for Network to be Configured"

It seems that the changes to cloud-initramfs-growroot have a side effect
that was not present before focal.
After initially provisioning an image, the root partition is resized in
initramfs, but cannot be mounted afterwards. A second boot to the now
resized disk works then without problems.

Tried to install Xubuntu 20.04 Beta on new BTRFS partition on MBR partitioned
SSD drive (first 2 partitions are MS WIndows 10) .
It failed with I/O errors with having EFI partiton before BTRFS or without EFI
partition.
Machine is HP ProDesk 600 G1.

I assume you mean Webex Meetings? I'm not able to create a test meeting
here to confirm the problem, but I suppose this might have to do with
chromium not enabling hardware-accelerated video decoding on linux. Can
you by any chance test this with the Chrome deb package
