I just tested arping on Focal and I dont see this issue:

While I am aware that not everybody uses the charms to install ceph, I
checked to see how they do this and they are in fact using apt install
to perform an upgrade e.g. the ceph-mon charm does [1] using [2] which I
believe will not behave the same as the "standard" way mentioned in
comment #6 and
I've verified version 4.2-1ubuntu0.20.04.1 from focal-proposed and it
looks good. I generated a sos with 4.1-1ubuntu0.20.04.3 and the newer
version and diffed between them and the contents look sane.

As a recap, this patch addresses the problem of moving vms between hosts
running cgroups v1 (e.g. Ubuntu Focal) and v2 (Ubuntu Jammy) which now
has a cap of 10K [1] for cpu.weight, resulting in vms with > 9 vcpus not
being able to boot if they use the default Nova 1024 * guest.vcpus. The

Thanks @mfo i think your two concerns are valid. This patch does create
the risk that a user, in deleting a single volume, could overwhelm the
Ceph cluster. It is not uncommon for production Ceph clusters to be
reasonably full and with this patch if you happen to delete a large
volume that has a
