Which version of Ubuntu are you using? If it is jaunty then you should
install libopal3.6.1-dev. It is possible that libopal-dev is left
installed while doing upgrade.

I'm using Ubuntu LTS (Hardy).
CUPS has a blocking bug with Firefox 3 which has been corrected
http://www.cups.org/str.php?L2892 . But the correction has not been
included yet in Ubuntu Hardy.
Firefox 2 is not be maintained anymore so it is not a solution.
