Rationale for not touching vlan is that it's never calling ifup and so
shouldn't be able to cause a similar deadlock situation as bridge-utils.

I just spent a few minutes trying to figure out the ordering based on the
scripts for Andrew's system, it's basically:

I built a deb from lp:ubuntu/mountall revno 415.
installed it into a ephemeral image for quantal
commented out 'start networking' from /etc/init/cloud-init-nonet.conf, and got
the /var/log/kern.log at http://paste.ubuntu.com/1198891/ .

I can actually reproduce this in quantal. However (at least in my case)
kvm is not actually hanging. The default boot prompt is sending output
to 'console=ttyS0', and cloud-init waits a long time for an ec2 server
to be available.
