User confirmed that the file is installed properly with the libqt3-mt-
dev package in Dapper. (Current version is 3:3.3.6-1ubuntu3.)

On Hoary, this file is not installed with any package. On Breezy and
Dapper, this file is installed with libqt3-mt-dev, according to the
package listing at packages.ubuntu.com.

A fix has been released with graphviz-2.8-1 in Debian. Currently, both
Dapper and Edgy are on 2.2.1-1ubuntu2. However, on Dapper, dpkg -L
graphviz-dev|grep pc$ shows all .pc files in /usr/lib/pkgconfig, not
/usr/lib/graphviz/pkgconfig. It is, then, fixed in the current Dapper
release and thus the
Confirmed. I have my locale set to en_US.UTF-8, using nedit
5.5-1ubuntu1.

From a root terminal, I can execute synaptic, select 'Settings --
Repositories' (which I assume is what you meant), and the dialog opens
properly.
I am running synaptic 0.57.8ubuntu11 on Dapper. What version do you
