It seems that the requirements for bootstrapping have changed since I
last bootstrapped this. The following sequence of commands (output
mostly elided) worked for me:

Changing back to Fix Released, as it has been Accepted (source is
published), and it is this source publication that closes the bugs
automatically (except there's a bug that prevents this from working for
new packages). If the package fails to build, or similar, that's a

Thanks for the patch, which does indeed fix the build failure, but I'm
unsure of the benefit of the remainder of the changes, specifically:
1) Why bump the compat level? What feature does this bring? Why is it
required?
2) Why drop the entries in debian/install? How does this help the
