I'm now on Arch and with a very simple installation the error is the
same. As soon as acpid is loaded the brightness cannot be changed
anymore.

that I permanently disabled SCIM just for working around this bug.

in volume
This and its proposed duplicates sound similar to bug #285323, while
there its not the volume control but brightness. The symptoms are the
same, though as on my machine.

I'm using SCIM for inputting Chinese characters. Disabling it as Chow
Loong Jin and mcmuller did solved the issue partly. I still noticed that

Ubuntu 8.04.
The brightness-up-key (Fn+F7) does not produce an event - none of the methods
described in https://wiki.ubuntu.com/LaptopTestingTeam/HotkeyResearch work.
However, the brightness-down-key (Fn+F8) produces an event
