I do say background services a lot, however just letting apps run in the
background would basically be the same thing. That's a weigh between
simple code (portability?) and forcing developers to not do anything
"graphical" while in the background.

I agree. For some apps it makes more sens to show the toolbar than to hide
it and in those cases it should be opened by default.

This would actually be pretty good. Just show the back button next to the
HUD icon so if you drag straight up you get HUD
but if you drag to the right you get the back.

Personally I have been thinking about how it would be to rework the right
edge swipe. If it first backed out to the topp level and then start
circulating apps, a bit like Androids back button. For me that's the most
natural behavior I think.
