I don't believe it's an official policy decision no. But shipping
static libraries have fairly fallen out of favor. And when
libnetfilter-queue updated in Debian, they specifically dropped it. See
the changes to libnetfilter-queue-1.0.2/debian/libnetfilter-queue-
dev.install in
(Ubuntu wouldn't want to add a delta on top of Debian for this, but
maybe convince Debian to re-add it if you need it?)

I'm sorry. Is there some sort of policy that static linking is a thing
of the past? Your very short answer seems to indicate this. My
filesystem query does not. FWIW, I too am affected by this bug. Can you
be a bit more explicit? WHY do
Static programs are no longer supported. The description is out-of-
date.
