That also uninstalls the "ubuntu-minimal" package, which is yet another
bug (at least up until 14.04).
I also think ntpdate shouldn't be started at all on ifup. openntpd and
(I think) ntpd as well allow for large time adjustments on the first

Workaround: Uninstall package ntpdate.
Why would the "Manual" setting be ignored?
Are ntp servers used to collect statistics on users, installations and reboots,

While I agree that the system should honour the chosen settings (so if you say
'manual time' that is really all you get), I would argue that all systems,
desktop and server, should ship with a minimum NTP setup. If the load on the

I'd argue ntpdate shouldn't be started at all by default. I can see no

installable via time-admin), and server should ship with it installed.

There is a problem that administration panel settings in "Time and Date"
is not respected, because there are affecting ntp configuration, but
ntpdate configuration can not be set in any way. It is the bug in user
interface and not in ntp or ntpdate.

You can edit /etc/default/ntpdate and change NTPOPTIONS line to
NTPOPTIONS="-q"
which in effect tells ntpdate to "Query only - don't set the clock"
(quoting manpage).
