I looked at CUPS and it showed no printers, then eventually it showed
the laser printer. I used Synaptic to reinstall CUPS PDF and then that
appeared, but I did have another pdf writer on the system which no
longer shows up.

The service responsible for printing is "cups"
You can also try these with the cups service or anything else in general:
sudo start cups
sudo stop cups
sudo restart cups

document, I turned my laser printer on and I was told it was a new
printer. I checked my installed printers and everything in the list had
vanished. It was able to install and configure the laser printer okay
