How about a work-around, don't run Unity so don't know if possible and can't
test. Can you attach a script to a button on the Unity bar? If so, install
xdotool and put this script on the bar:
#!/bin/bash
xdotool search --class gimp windowactivate
Definitely works from a terminal though and
