I ran into the same problem with Karmic Koala - 2:2.9.0-1ubuntu2. I solved setting the PAL format via the mode option. e.g.: xrandr --output TV --mode PAL (formerly was: xrandr --output TV --set TV_FORMAT PAL) Still working on this to refine the adjustment, but at least now I got the colour!
