We have updated xf86-video-intel to newest 2.21.7 and mesa to newest
9.1.3, and have added PCI IDs in kernel 3.9.2, but system is still using
llvmpipe(software accelebration) to start.
BTW, we didn't find the patch whose commit number is
1c98b4871cca4b7ce07e19f92f934d47cf7210b0 in kernel.org ,

It's not just Kubuntu. I'm on Ubuntu 13.04 64bit with same graphics card
(Geforce GT 430) and have extactly the same problem.
It worked fine after initial upgrade to 13.04 from 12.10 but with the
advent of Kernel 3.8.22, nVidia drivers fail to load. Using grub to load
3.8.21 kernel works

Same problem with my Lenovo Ideapad P400 Touch. Could this have
something to do with KVM? Ubuntu always report a error in KVM when
loading.
The closing the lid/suspending trick also worked with me.
