I checked Dell XPS 13 9370 with Ubuntu 18.04.2 and xkb-data
2.23.1-1ubuntu1.18.04.1.
It also needs to apply

18.10 (4.18.0-25-generic), KDE Plasma 5.13.5. My laptop was connected to
