I have a hunch that the old pie chart was flooding (DOSing) the display
server with updates for large transfers. Anyway, if the pie chart isn't
showing at all then we can't tell if the root cause has been fixed.

For what its worth, I am experiencing the exact same symptoms as

Confirming this is also a problem for me.
Asus UX303AL, both after the upgrade and on the live CD.
It also affects the 3-finger swipe between desktops gesture, whereby you can
swipe left but not right.

11 days have passed and there has been no response to comment #2 so I'm
moving this bug report to the libinput package (which may or may be not
correct) but will attract the attention of Ubuntu's Desktop team who
will ask for more information or move on to the correct package if

Had the same issue, also with nvidia 390 due to using an old gfx card in
my laptop. Had to go back to 22.10.

This comment is a guess, and I may be completely wrong, but I wonder if
this happens in Ubuntu on Xorg only. If so, it may be related to the
fact that ibus wasn't always automatically enabled at the start of the
session.
That issue was fixed in 22.04 via bug #2007379. So, @nix, it would be
nixx, belatedly moving your bug report to the packages that you inferred
might be applicable to your bug report. This will bring your issue to
the attention of Ubuntu's Desktop team.
Filing bugs against 'launchpad' will seldom reach those that can fix the
problems that you might be experiencing
