OK, I'm now on 10.10 and this issue appears to have been resolved
ultimately.
I believe the issue is that my graphics card probably never should have
existed in our plane of reality.
Even under Windows driver support for it was nigh nonexistent, so I
suppose I should not have been so surprised

OK... I made a copy of the 'ati' folder that I found at /usr/share/ati and
placed it in my own 'Documents' folder. Then I renamed the original folder:
sudo mv ati ati_old
Then the system allowed me to complete the installation of the current fglrx
driver. I'll reboot and see what

Public bug reported:
This has not worked properly since I was prompted to upgrade about three
days ago... I found where new packages were apparently uploaded to use a
different installer protocol and I'd hoped by rebooting it would be in
place when I used Update Manager, but alas, nay.

Hi, All! I read through many of the posts here, but I'm not sure if my
issue is unique or not... Yesterday morning I was prompted to upgrade
to most recent FGLRX driver, then reboot. After reboot audio devices
were missing, both motherboard (primary) and HDMI audio (not used).
