There is no way to switch the wallpaper file during a session yet, but
you can set it in weston.ini before starting a session.

I have serious doubts that this will change. In no small part due to my
belief that weston has no ability to read a centralized config file (no
/etc/weston in which to specify an ubuntu wallpaper).
I believe weston is not intended to ever be used, directly, by many
people. Instead it is expected
