The 2.0 package + driver from PPA fixed it for me. No trickery needed
for drawing after reboot.

As to why it appeated after dist-upgrade, the kcm configuration utility
wasnt installed by default before AFAIK. I have actually tested it when
it was quite new, ran into the same bug and uninstalled...
