I have installed lately ubuntu gnome trusty on an usb external hdd connected to
the same notebook and what I have noticed and tested is that now touchpad state
restores after shutdown/restart with mouse plugged in.
When using touchpad Fn key combination ( Fn + F9 ) the syncronization of the
cyberalex4life, thank you for your comment. Would you need a backport to
a release prior to Trusty, or may this be closed as Status Invalid?

Well, since I use those scripts, for me there is no need to do anything
anymore. I would like to modify gnome shell touchpad-extension to use my
scripts and i usually disable backports.
But if there are others that experience this problem it would be nice.
I cannot issue Status Invalid because,

the bug has been fixed in the latest development version of Ubuntu -
I can't tell you for sure if disabling via synclient would work, because
manually I didn't try it and I am quite busy lately.
Though I've tried gnome shell touchpad indicator extension
(https://extensions.gnome.org/extension/131/touchpad-indicator/) in ubuntu
gnome 13.10 as this is what I am
