Based on hansie's research, finding that linux kernel 3.19 did not
flicker/blink, I installed kernel 3.19 into Ubuntu 14.04. I followed the
instructions at these sites:

ralphl, it will help immensely if you filed a new report via a terminal:

I have the exact same problem as hansie describes. I am trying to put Trusty
(14.04 LTS, 32 bit version) on a Toshiba Satellite A215-S4697 with an AMD
Turion 64 X2 Dual-Core processor, 1024 DDR2 SDRAM--same laptop as hansie.
There is no flickering/blinking on the original download of Trusty wi
above mentioned 'ubuntu 15.10' should be 'ubuntu 15.04'

hansie, this bug was reported a while ago and there hasn't been any
activity in it recently. We were wondering if this is still an issue? If
so, could you please test for this with the latest development release
