you might want to try again with the latest ubuntu-drivers-common, which
now comes with better support for dual AMD powerxpress

[HP Pavilion 23 AIO] Stuck on the ubuntu loading splashscreen with
fglrx installed
The errors in the logs should be marked as warnings, as the fglrx keeps
looking for the same library in different places. The log in comment #6
shows that the library was found in the end:
[19.166] (II) AIGLX: Loaded and initialized OpenGL driver(II) GLX:
Initialized DRI GL provider for screen
More debugging information:
Base on the error message, I tried to install linux-generic-headers and
reinstall the driver, then link the shared object file with:
sudo ln -sf /usr/lib /usr/lib64
sudo mkdir -p /usr/X11R6/lib64/modules/dri/
sudo ln -sf /usr/lib/dri/fglrx_dri.so /usr/X11R6/lib64/modul

Hello Anthony, with the driver downloaded from ADM (version 2:14.051), it still
failed to load X on this system.
The same .so file not found error message could be found in the Xorg log.
