I tried the latest v5.0.3 kernel and it has the same behaviour.
I notice that the drm output happened before but not recently. And the
different sizes seem normal as the 3840x2160 main HD monitor that's new
says something similar but it works fine:

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v5.0 kernel [0].
If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.
If the mainline kernel does not fix
I guess it's still related to the kernel:

Actually, the Vega 64 uses the radeon driver
