xinput can be used on the command line to enable or disable tapping, via
the "Synaptics Tap Action" property. There are also properties for
changing the speed, sensitivity, etc. See `man synaptics` and `man
xinput` for more information.
However, the bug report appears to be requesting a GUI mech

I have 10.04 installed on a virtual machine on my laptop. I will check it
again but I do not think there is a dialog option to disable tapping there,
either. My host os is 9.10.

I don't even get that tab on the mouse dialog. I have a weird touch pad that
I think is incorrectly identified. But I just kind of live with it because I
have searched all over the internet and nothing works.

Not only did that not fix the touchpad problem, when I rebooted I discovered
that Ubuntu will not even boot up. It appears that a new kernal was
installed and gnome seems to start but I only get the command line. Now I
have to reinstall ubuntu just to get it to work.
