pm-suspend with quirks does not restore backlight anymore

I have the same problem on my ThinkPad X40 (same chipset as reported in
this bug), it's reproducible by either a suspend/resume cycle or by
leaving the laptop idle long enough to where the backlight is turned
off. I can confirm that this is a regression introduced by 9.10, this
was working correct
I have exactly the same problem on an IBM X40.
