Thank you for your bug report! Unfortunately, this is not a bug in Ubuntu, but caused by a PPA that ships a newer GIMP without the appropriate Breaks/Replaces fields (and an updated gimp-plugin-registry), as we do in 18.10. I suggest you contact your PPA provider and ask them to make the necessar
