Maybe I'm confused about this, but aren't local property owners responsible
for the condition of their sidewalks? Not the City? In other words, I don't
think the City can decide to repave sidewalks, except on property it owns,
such as City Hall, parks, bridges, etc. Perhaps the stretch of

publicly, as an organization, and when it doesn't, the

Oh yes, I agree that the owner is primarily responsible for the sidewalks.? I
don't think that bars the city from doing it, as they seem to from time to time
to improve an area.? I'm just saying new sidewalks would be much better for
most of us on the milled streets than new streets.
