That is UCD's number. Their web site says "Lt. John McCurdy, Commanding Officer, UCD / Philadelphia Police Substation, x241". That says to me that he's the Commanding Officer of UCD AND the Police Substation. Why does UCD need a Commanding Officer? The UCD Police substation number is listed

I believe that a number of members of Penn's police force are also Philadelphia police officers. I suspect that they are clear on the lines of authority, that card notwithstanding. Presumably the officer in question has two job titles, and chose the more impressive of the two to put on the card.
