that UCD was writing trash tickets?
If I recall we had a LANDLORD once who asked UCD to remove an indoor SOFA which
was being kept ILLEGALLY on a front porch by a tenant. I think you may have

Educate about recycling and trash policies,
Prevent and Mitigate Trash problems
Resolve Trash (including abandoned cars) problems.
