I live on our steepest hill, and the 3 neighbors uphill from me never
shovel. That means that their snow melts, the melt flows down, it freezes
in front of my house, causing a dangerous ice sheet if I shovel

Well, my idea was you'd start shoveling there and I'd start shoveling at
46th and along the way people would look out their windows and think "oh
