aspect of John Fenton's case.
1. Does UCD have an HR department?
2. Who represents the employee side?
3. What recourse should John have when allegations surface?

I don't know if they've hired someone recently to fill this type of
position, but I think it might be safe to assume that there is no director
of HR.
