fortunately, there is a simple answer.
Mayor Nutter is in charge of Mayor Nutter's budget. So he decides every
aspect of its presentation as well. That would include whether 'town
forums' are done right or wrong.

Has anyone noticed the scent of skunk? Last night at about 5:00 am it
permeated some parts of our house, and the neighbors smelled it, too. It is still
wafting through the air tonight. I have never heard of skunks around here, but I
suppose it is only a matter of time, along with the raccoons
